Phrases I hereby coin as my very own:
A hint shy of clueless.
Very proud of this one: It originated from dealing with various thick headed souls over a looooong period of time and finally I unloaded this gem on a poor fellow whom, from what I could tell, suffered from a serious observance/perception deficiency.
